Ilana Schröder has been a doctoral candidate under the supervision of Prof. Dr. Fritz Sager since February 2024 and a teaching assistant at the KPM Center for Public Management since September 2025. In her dissertation, she investigates the interplay of collaboration and conflict in environmental and infrastructure governance processes. Her research focuses on the conceptual development and empirical analysis of policy conflicts and their (un)productive consequences for political decision-making. Beyond this, her research interests include policy change, policy learning, and policy implementation. As a teaching assistant, she contributes to the administration and teaching of the lecture Policy Analysis II.

Since 2021, Ilana has served as the Editorial Director of two international journals: European Policy Analysis (EPA) and Review of Policy Research (RPR). She holds a Bachelor’s degree in Social Sciences from the TU Braunschweig (DE) and a Master’s degree in “Research in Public Administration and Organizational Science” from Utrecht University (NL). As part of her doctoral research, she has undertaken visiting research stays at the European University Institute (EUI) in Florence (IT) and the Institut Barcelona d'Estudis Internacionals (IBEI) in Barcelona (ES). Prior to joining the University of Bern, Ilana Schröder worked for two years as a research and teaching associate at the TU Braunschweig.
